Een besluit over het aantal thuiswerkdagen valt onder het instemmingsrecht van art. 27 lid 1 WOR. Dat de regeling tijdelijk zou zijn, doet daar niet aan af. Vervangende toestemming wordt geweigerd: het enkel volgen van beleid van het hoofdkantoor is geen zwaarwegende reden.
